The construction of roads, government projects, power plants and other business sectors that concern the livelihoods of many people are special businesses with limited opportunities. Not everyone can do it, even though they have the capital and other resources.
The need for cross-sectoral permits that must be completed before starting project work is one of the limitations. Similarly, letters of recommendation from the head of government from the lowest level to the highest level are also required. This process takes time and many requirements are going to deter many people.
